Ruddy L. Gainer

I am currently the Director of Service Planning and Improvement Division within the IT at the Department of Treasury. In this role, I am responsible for providing strategic direction, as well as forecasting long range planning and oversight of business needs and ensuring security requirements are integrated into User and Network Services planning. His leadership responsibilities extend to managing the IRS End-User Technology Innovation Center that tests and performs technology demonstrations of next generation for end-user capabilities such as computing, collaboration, Bring Your Own Device and Desktop Virtualization.
Prior to this assignment, I served as Assistant Director, Solutions Engineering within Enterprise Services, responsible for managing IT engineering design and development for Solutions Engineering’s four practice groups (Software Engineering, Data Engineering, Platform and Performance Engineering and Engineering Process Maturity). Most recently, I provided executive leadership over the development and implementation of the Enterprise Case Management Data Strategy.
I joined DOT/IRS in 2018. Prior to joining IRS, I held various leadership positions to include Oversight Executive, Joint Capability Technology Demonstration Program where I was responsible for technical leadership and program management for over $500M of programs in support of the United States Armed Forces and National Security Agencies; Systems Integration Manager for Combat and Warfare Systems Integration at Naval Sea Systems Command, Washington Navy Yard as the United States Navy's official technical authority for the integration of complex weapon, radar, missile, satellite communication, operator control, visual display, and training systems; and as Deputy Assistant Program Manager for Program Executive Office Littoral Combat Ship, Washington Navy Yard where he managed an annual operating budget of $65M funding.
I have a Bachelor of Science degree in Engineering from Florida A&M University / Florida State University College of Engineering and a Master of Business Administration degree from Florida State University. I reside in Alexandria, VA. I have a son that is graduating from medical school in April 2021 as an Anesthesiologist and a daughter that is a junior in high school.
